Background

The CRU published a Decision Paper on the Safety Regulation of Gas Installers Implementation of Safety Regulation of Non-Domestic Gas Works on 15th December 2025. This decision will extend the RGI Scheme to include the regulation of Non-Domestic Gas Works within the scope of the Irish Standard, I.S. 820 Non-domestic gas installations.

Further to the publication of this Decision Paper, it is planned that definition of “Gas Works” will be expanded to include non-domestic gas works by Statutory Instrument. Gas Works will then include both domestic and non‑domestic works. It is intended that, from 1 September 2026, it will be an offence to carry out Non‑Domestic Gas Works without being registered with the RGI Scheme.

Process for Recognition

As part of the implementation process of non-domestic gas works, the CRU have re-established the Recognition of Prior Learning (RPL) Board. The purpose of the RPL Board is to assess applications made by gas installers currently working on Non-Domestic Gas Works who do not meet the entry requirements to join the RGI Scheme. For details on how to apply for this process are outlined below:

  1. Read the Guidance Notes and Essential Learning Outcomes.
  2. Complete the Application Form detailing your gas work experience and previous employment history.
  3. Submit your completed Application Form and supporting documentation.
  4. A Board of experts will review your application.
  5. If approved, you can apply to register as a member of the RGI Scheme. Note: All successful RPL applicants will be required to complete the Non-Domestic Gas Safety Award (NDGS).

It is essential that you read the Guidance Notes and Essential Learning Outcomes before Completing the Application Form.

Applicants are encouraged to submit their Recognition of Prior Learning (RPL) application, along with their supporting document, at the earliest opportunity to allow sufficient time for processing within the timelines outlined in the Guidance Notes.

It remains the responsibility of each applicant to ensure that their completed application form and supporting documentation are submitted in sufficient time for review ahead of the expected implementation date of 1st September 2026. Following the implementation date, it will be a criminal offence to undertake Non-Domestic Gas Works without being registered with the RGI Scheme.

Please note that this process does not automatically grant membership to the RGI Scheme, it will instead facilitate access to apply to join the scheme.
