Notification re Direction to EirGrid TSO to activate condition 10A Scheduling and Dispatch and deactivate condition 10 Central Dispatch in the TSO Licence
The EirGrid TSO licence has undergone statutory consultations on modifications to give effect to decisions of the SEM Committee relating to the implementation of new wholesale market arrangements to facilitate the I-SEM. Following completion of the consultation process on the modification of the TSO Licence, the CRU issued decisions (July 2016 and March 2017) in which it approved new conditions needed for the implementation of the ISEM. In order for those conditions to come into effect or cease to have effect, as required under relevant licence requirements, before ISEM Go Live date (1 October 2018), Directions from the Commission are needed. On 26 September 2018 the Commission issued a Direction to EirGrid TSO to give effect to Condition 10A Scheduling and Dispatch and cease the effect of Condition 10 Central Dispatch in the TSO Licence. The Direction will become effective on 30 September 2018 at 23:00hrs, to align with cutover communications, as set out in Part C of the SEM Trading and Settlement Code and in the SEM Committee’s confirmation of Go Live.
Notice of modifications to the Market Operator Licence and the Transmission System Operator Licence under the Electricity Regulation Act, 1999
The CER has today, 10 March 2017, published a decision paper on modifications to the existing Transmission System Operator Licence (‘’TSO Licence’’) , granted under Section 14(1) (e) of the Act, and Market Operator Licence (‘’MO Licence’’), granted under Section 14(1) (j) of the Electricity Regulation Act, 1999.
The licence modifications give effect to a number of policy decisions made by the SEM Committee to facilitate new wholesale market arrangements in the Single Electricity Market. The implementation of the licence modifications follows a statutory notice published in the Irish Times on 16 December 2016.
The changes to the EirGrid Plc Market Operator and EirGrid Plc Transmission Systems Operator licence as contained in this Decision Notice will take effect on 07 April 2017 .
