The CRU has, on 4 October 2019, published letters which it has issued to EirGrid and ESBN on 3 October 2019 with directions to issue a connection offer to any generator located within the Dublin region Level 2 Locational Capacity Constraint area that is successful in the T-4 capacity auction for 2023/24 taking account of certain considerations.The CRU letter is in response to an EirGrid letter which noted that while it is currently expected that demand requirements in the Dublin region will be met, there remains the potential for security of supply issues in the region. This follows similar letters of direction issued last year related to the T-4 capacity auction for 2022/23.
