The Commission for Regulation of Utilities (CRU) is today 16th April 2021, publishing Decision Paper (CRU/21/045) “Arrangements for Calculation for the Public Service Obligation (PSO) Levy: Renewable Electricity Support Scheme & Clean Energy Package”. The Decision Paper outlines the CRU’s decision(s):
I. with regard to addressing bad debt (RESS) and the resettlement threshold for reconciliations of PSO outturn costs as a result of difference between M+13 and M+14 data (RESS & REFIT). This paper also provides clarity on the extension of a decision made in CRU/20/13, which allowed optionality within the Actual Market Revenue constraints formula used in the calculation of out-turn REFIT costs.
II. to defer making any amendments to current PSO arrangements, which could potentially be affected by an upcoming SEMC decision on the implementation of the CEP, and the interpretation of Article 13.
III. with regard to the PSO arrangements that are to be applied for the calculation of the 2021/22 PSO levy.
