The CRU commenced work on this review in 2020 but reluctantly paused the project in 2022 given the impact of the invasion of Ukraine and related security of supply and energy cost challenges on its work plans.

The information paper provides and summary overview of Phase 1 of the project for our stakeholders so that they can plan to re-engage with this work. It also provides an opportunity for our stakeholders to input to the work of the review, including those who responded to our call for evidence in 2021 who may wish to submit further evidence given the developments since. Responses to the 2021 call are published alongside the information paper.

The first phase of the review will result in a decision regarding the objectives, principles and scope of the review and will see the CRU set out the project approach, the assessment framework regarding potential structural reforms and the associated project roadmap. Noting experience of similar reviews in other jurisdictions, the CRU envisages a multi-annual programme of work which will be progressed in phases.
