Update 19/11/2021: Extension to the Objectives, Principles & Call for Evidence consultation

The CRU has today, 19 November 2021, decided to extend the deadline for responses to its Electricity Network Tariff Structure Review: Objectives, Principles and Call for Evidence paper to 7 January 2022.

This follows requests from stakeholders to extend the deadline and should ensure that all interested parties are able to engage fully with this important consultation.

The CRU today, 18 October 2021, publishes its Electricity Network Tariff Structure Review: Objectives, Principles and Call for Evidence paper. This paper begins a programme of work that the CRU is undertaking to review the structure of tariffs that the electricity network companies levy on customers for the use of their networks. An Advisors’ Report: International Review of Tariff Structures is being published alongside the Call for Evidence paper.

This is an opportune time to launch a review of the electricity network tariff structures. The electricity system is undergoing rapid and far-reaching change as we transition to a low carbon future. Decentralisation and digitalisation are placing electricity consumers right at the centre of this transition and are changing the way that we consume, produce and think about electricity. Network tariff structures can play a key facilitating role in this transition by creating the right incentives for how customers use the network, which in turn can impact system stability; system investment needs; the location of new generation and demand; the efficiency of electricity use; and equity across network users.

 The objectives of the review are:

  • To deliver network tariff structures that are in the best interest of consumers and are fit-for-purpose for the modern evolving electricity networks; and
  • To deliver network tariff structures that help facilitate a low carbon future that is secure, competitive and cost-effective.

The Objectives, Principles and Call for Evidence paper is seeking views from a wide range of stakeholders regarding:

  • The objectives and proposed principles of the Electricity Network Tariff Structure Review;
  • The current electricity network tariff structures;
  • Future developments that may have significant implications for the networks and network

users; and

  • Whether, and how, the network tariff structures could be reformed in anticipation of these

future developments.

The paper contains 24 call for evidence questions. The CRU welcomes feedback on these questions, as well as any other comments or suggestions that interested parties may wish to provide regarding the Electricity Network Tariff Structure Review. The responses and feedback received will allow CRU to refine the principles of the review, shape our thinking and approach regarding potential tariff structural reforms and provide a broad platform from which to launch the next phase of the review.

 

This is an eight week consultation (extended to 12 weeks). Responses should be sent via email to networktariffreview@cru.ie by COB on Friday 7 January 2022.
