Group Water Schemes are independent community-owned enterprises consisting of two or more dwellings (and sometimes non-domestic premises) on a shared water distribution system. Public Group Water Schemes are those Group Water Schemes that are connected to, and supplied with treated water from, the Irish Water public water network. Therefore, the tariff rates that are charged by Irish Water for the water supplied to these connections fall under the regulatory remit of the CRU. The current charges paid by public Group Water Schemes to Irish Water are based on charges set by Local Authorities prior to 1 January 2014, and therefore vary by region across the country.
This paper outlines CRU’s decision on enduring charging arrangements for public Group Water Schemes and covers the following:
The tariff rates that public Group Water Scheme connections are charged by Irish Water;
The domestic allowances provided to public Group Water Scheme connections for the water consumption associated with dwellings;
The implementation date, grace period and transition arrangements regarding the enduring charging arrangements for public Group Water Scheme connections;
The tariff application rules applicable to public Group Water Scheme connections; and
The leak allowance policy applicable to public Group Water Scheme connections.
The paper also summarises and responds to comments that the CRU received to its proposed decision (CRU/202208).
The enduring charging arrangements for public Group Water Schemes outlined in this paper will be implemented on 1 October 2022.
