S.I. No. 299 of 2009 appointed the Commission for Regulation of Utilities (CRU) to calculate and certify the actual power-to-heat ratios of the cogeneration technologies specified in Annex 1 to Directive 2004/8/EC. Under S.I. No. 499 of 2009 the CRU was also obliged to calculate the relative amount of primary energy savings for CHP plants.  In March 2012 the CRU published its decision paper (CER/12/125) setting out the standardised process for applications from generators to be assessed by the CRU for certification as HE CHP. The certification process is designed to ensure that the plant meets the high efficiency criteria set out in legislation. The CRU has since published a number of clarification notes on matters relating to HE CHP assessment and certifications. Today 02 December 2020, the CRU is publishing a clarification note regarding the Anaerobic Digestion (AD) useful heat assessment of useful heat in AD facilities.
